Circles, so many circles

My girlfriend tried to take a contract with vodacom yesterday and was declined since she's a French citizen and a credit check could not adequately be performed. Thats all good and well, we respect vodacom's rights in that regard. This complaint concerns the nature of acquiring that information and the extremely poor customer service experienced. After growing impatient while waiting for the store to inform us whether the contract was accepted or not, I decided to call them. I had to do so twice... After finding out that it was declined, I believed that it is declined for reasons which can be resolved. Bank statements, visa, passport, address, etc is all fine, just the ITC credit check. So I called customer care, as the store recommended. After being redirected three times through customer care, they eventually figured out that it is the store's responsibility to contact customer acquisitions, not us. So I told them that they should do so. Then they called back telling me that the problem is a failed ITC check and that I should call the ITC. Well they dont answer their phones and their website is under maintenance. So that leaves us without the contract and seemingly no way to resolve the issue. My girlfriend's credit record is in good standing, but i'll reiterate that we understand vodacom's need for security. The nature of this complaint is the extreme lack of responsibility for good customer care. We went around in circles trying to resolve the issue, but vodacom just seems apathetic to our needs. The staff member we dealt with was friendly and we bear her no ill will, but we would like to know why the store couldn't contact customer acquisitions without sending us through the circles of customer care first? Additionally we would also like to know how vodacom believes that they offer good customer care when it is bleedingly apparent that they dont. Furthermore, we still haven't had any resolution on how to move forward!!! Should we bring in some documents from France showing that my girlfriend does indeed have a good credit record???? Please vodacom! Communicate with your customers effectively!
