Charging for balance alert

Hi there,

Please could someone explain to me why Vodacom charges me for the balance alert at the start of phone calls?

When I have a low balance and try to make a call, the line is immediately answered with the message "You have less than 3 Rand and 99 cents in your account [etc]" the line then proceeds to ring. Even if nobody answers, this call is still charged and I am essentially paying for listening to a phone ring.
