charged to Rica

<p>So I had to go Rica a new sim card, and my local shop at scottburgh charged me!!! this is a legal requirment and they charged me! even vodacom customer care couldnt completely agree with this. </p> <p>The took my money and wouldnt give me a receipt, leading me to beleive that this is under the counter and they are only charging some people they decide to charge.</p> <p>This is not the policy and I want a refund</p>
