cant upgrade since april 2015

i cant upgrade my vodacom account since april 2015 and when calling customer care i'm told to call *** which is the legal department, i just get redirected to customer care they cant help me and transfer me again to someone in customer care that cant help me.<br> <br> i need to upgrade my account to a different package as i can no longer afford the one i'm on.
