cannot use data

i received my new cell phone and almost immediately had bad reception problems with it, I took it into the Vodacom shop and reported it and was told that it will be ready by the end of the day, the next day they informed me that it had gone to a higher level of service, after 6 days I have phoned again and been told it will be 1 to 2 weeks, my phone contract has 6 gigs of data on it and I cannot access this as the loan phone I received is for calls only, this is a waste of my money
