Cannot deliver as advertised

I needed to upgrade me cell phone, I chose a business package and had to do a change of ownership from personal to business. I went to Vodacom Park Meadows and was instructed on what documentation was required, I paid for back statements & submitted them to the store on 6/3/15, I was told by 9/3/15, I should have my new phone. On communicating with the store they were also getting confused as to what was required and there were always new documents that need to be completed, then we get told the docs need to be sent to Midrand, and would go on 12/3/15, which only went on the 13/3/15. On querying this telephonically I was told that the store must refresh and just keep checking for the change of status from pending to approved. Late on 12/3/15 I was told that I cannot get this offer as the deal has expired, my application went in prior to cut off date.
