Blacklisted for no reason

My IPhone 5s phone no. ********** 41

IMEI ********** ********** 8 was black listed for no reason in August. I was not aware that it was blacklisted at the time and took it to Have it repaired without success. And ended up buying another phone.

I then contacted Vodacom on 21.11.2016 to check if my phone was blacklisted. They informed me it was and requested to have it unblacklisted. I have received notices to say it's open, but it's still blocked.

I put in an MTN SIM card and the phone works 100%.

1. Why was it blocked in the first place

2. Why can't it be unblocked. I even attached an affidavit.

3. I had to buy another phone as I use the phone for business.
