Being charged for 2 contracts when upgrading

My question is then why did I not forfeit the Smart XL bill as well as I am being charged for services not rendered. <br> <br> I am now stuck with a R2,101 bill but I am on a R500 package, please note that I have no arrears and have been a loyal contract customer in excess of 12 years. I am quite saddened by this practice. Is this practice in line with prescripts and policies of the consumer protector?
