Bad and poor service

A gentleman on the 11th of May hacked my mother's phone and did a sim swap on her number. We where asked so may questions to verify if it's really her number. My question is was he also asked so many questions too. So it's very easy for a person to take someone number. I have seen that first hand. How are u safe with our own numbers from vodacom if this can help so easy.
