Back and forth and no help

I have tried doing an upgrade one of my contracts. I have been told i cannot do one due to a finance deal indicator, i have been between branches, acquisitions and accounts and still nothing. i have as of today, spoken to and dealt with 14 different people on this and still no where closer to being helped. Please can someone SENIOR assist me.
