Assistance to authorize contract

I'm working in Zambia, and my fianc?'s phone battery is faulty, due to age. I want to get her on a contract and a new device. I've wrote her a letter with certified copies of her ID & my ID & Passport, as authorization to grant her permission to take a contact out in my name. The number she is using is already in my name, and it's currently on \pay as you go""; I asked them to scan mail the paperwork and I'll sign it; they still refused; I accepted it as there policy. I tried the online route and phoning the contracts dept. The agent told me I must give him the OTP send to my existing contract I couldn't because it's a Wi-Fi router in ZAR; I arranged the OTP whilst I'm on the phone with another agent; and I was told I can't be helped due to a 3rd party accepting the parcel. I wrote a letter to customer service for authorization to get a contract with my approval; and phone to speak to a senior person; they didn't phone me back or respond to my email. There is many ways to authenticate my identity and feel that I'm a long and loyal client to Vodacom; a bit of leniency can really be considered;for a person that is good for it"""
