Are all ISPs this useless?

For some reason Vodacom has decided to stop sending me notifications of when my data is running out. It seems that the options are: one either gets inundated with spam / marketing nonsense or if you somehow eventually, after MONTHS of begging, get them to stop the spam, they also stop necessary notifications. Calling the help center results in promises to fix the issue - needless to say, nothing happens. Sending emails gets you sent round and round to their virtual assistant, which (of course) does not have the option to query this issue. Why must everything always be so difficult with Vodacom?
