Approved but now declined???

I app**** for a contract this morning, I get an email and a sms to Say Good news Your vodacom Contract application reference number ***0 has been approved!<br> <br> Now they are phoning me to say that this has been declined! You approved me for a contract now I want my phone!<br> <br> You cannot confirm something and then go back on it, I will go to the NCR and the DTI<br> <br> I wanted a contract for R59. So now I want this as I have the proof that it was approved. Not approved in principle! Approved!<br> <br>
