Amount deposited not refunded when M-Pesa shutdown

When M-Pesa first came out, I deposited R400 and opened an account. Last year I heard that it had shutdown or transformed into another type of service. I approached Vodacom staff that were dealing with this on campus (I was working there at the time, now retired) and asked them if I could please close my account and get a refund. They said they would escalate it to the finance department at Vodacom. So far I have not heard anything. In addition to this, I was given some information that R25 had been drawn from my account, however in all the time I had MPesa I never used it. This is all going back some years now, but I don't understand why Vodacom has never made a plan to return my money if the service is not offered anymore, and was there ***** - who withdrew the R25?? I need someone who I can directly deal with to send them the documents I first filled out and Vodacom needs to return all my money.
