Airtime for phone number not Rica'd

<p>money is being taken out from my Edgars account every month for a phone number of a family member that is not rica'd. Is this legal. When a query was lodged with the manageress, Ruth, she said that the amount could not be recovered and the airtime could not be transfered to another number. What is the point of Rica if vodacom still takes money for number that is not Rica'd. </p>
