Additional charges deducted after cancellation of contract and refusal to unlock phone from network

I recently immigrated to Edinburgh in the UK and had to cancel my Vodacom contract. We phoned and got a quote of just over R4000 which we paid. Today when I went into my banking and noticed another 658 deducted by Vodacom. This cannot be correct as I had airtime on my phone when we left SA and my phone was on prepaid already.

Additionally I require a new sim in Edinburgh and was told that my phone is network locked. After my mom phoned and spoke to 5 different people she got the following: I need to buy a new phone because the one I have is only for Vodacom and SA and even though I paid for the contract in full they cannot unlock the phone. Or rather it sounds like it won't be unlocked. Surely this is not right as the phone is now my property and I should be able to choose a new network should I wish.
