Add on contract approved & later declined

I want an add on line. the consultant called me from Durban. She said my application has been approved. when I said she must convert my prepaid number the the contract that has been approved she said my application is declined. Does this make sense? Anyway I will go to another service provider. Vodacom is not a monopoly. when my existing contract ends in October, i will cancel it & port the number.
