A phone that is not working

I brought a Vodafone VE from Maponya Mall Pick and Pay on the 24th Dec as a Christmas present for my mom. First of all that lady Nonhlanhla Msibi did nt put the sim card correctly on the phone. Which i let it slide . When i get home i put the Sim card correctly then there is a message on the screen saying this Device is Network Locked. why is the network locked if i am using a VODACOM sim that i got from the outlet. Then i go back and take the phone to Pick and Pay then Vusi tells me that if i had inserted another sim from another network then i will be charged. Why charge me for a phone that doesnt even take its own network. And he boldly tells me that i will wait for 21 working days to have this resolved. Why are they making they problem my problem . This is supposed to be a Christmas present then i have to wait for people to sort out themselves. Then i call vodacom then one of the agents tell me that its the sim card i need to do a sim swap do they even know how to do they jobs. I want vodacom to compensate me to the time i took and also give me a proper working phone. This is not on. i want this sorted as soon as possible My name is Mashadi Sedie ********** 248 .
