Unacceptable turn around time for oxygen to be delivered

Good day, My mother has stage 4 COPD and needs oxygen 24/7. Due to loadshedding, she has used her portable oxygen bottle, which has now been empty since the 9th of December. We have called every day since the 10th of December, to get a full oxygen bottle delivered, without any success.
