No Oxygen delivery

I have ordered oxygen the 10th Feb 2020 and still have not received anything and seems to be an occuring problem. I have phoned them numerous times and each time they say they dont have stock but dont come around to collect the empties to refill and resupply their customers. I am eagerly awaiting a response and oxygen!.
