Took out contract and there is no phone with it

I upgraded my contract about 3 weeks ago and am still waiting for the phone. They keep telling me it is out of stock and coming. Today I was told there is no longer any stock for this contract and they want me to change to another contract. I do not want another contract and I want to cancel. They keep dragging this out and giving me false promises that it will be sorted and I will get a phone. I am absolutely disgusted and will not recommend them to anyone.
