What is the point of trading hours if staff decide when to close the shop.

Cobble Walk's branch cashes up before their closing hours and refuse to sell a sandwich due to already having cashed up. What is the point of having set business hours of staff do not keep to it? The customer service at said branch is terrible. I've never heard of an employee deciding to refuse sale because it will be too much effort to open the till again.
