Discount on parking for shopping at Pick n Pay

I have written several emails to both V & A Management and Pick n Pay, to no avail. Pick n Pay offer 90 minutes free parking when you spend R150 or more The parking machines sometimes work, but most often do not deduct the discount On Saturday, again I had a problem, an assistant from the waterfront, said none of the machines Are deducting the discount. Is Pick n Pay over promising and the Waterfront under delivering?
