inconsistency

I owed game and settled with vvm..I was promised an arrangement letter and then receive the settlement letter after 21 working days..when I called back to find out when I would receive it I was told that they don't give out such letters... I am so upset because I need this for my employment. They have *********** people working for them who makes promises and CNT keep them..very inconsistent!!!!!!
