discussing my financials with another person

received a phone call from my father informing me i have been handed over to VVM for not paying my TV license , how could a company like VVM not follow the POPPI act and discussing my account with the TV licence with another person how do they confirm they are speaking to the correct person. I didnt even received any notifications from the TV license department to renew it and according to law before someone can be handed over they need to inform them 3 times and i havent even been informed ones.
