UNPAID ACCOUNT INFORMED 2 WEEKS AGO WHEN ENQUIRY

i was a student in the said University in 2008, whereby my former employer paid for my fees. I graduated in 2009 March and got my Btech. 2 weeks ago requested my child to print academic report for me, she was told I owe the University. Yesterday I called and I was told the following: how did I know that am owing, I must pay due to strike that is going on in South Africa, instalment written off, university do allow student to graduate but hold the degrees, post office strike may be the cause of not receiving account, an amount below 1000 does not send to lawyers. What I don't understand is no one informed me until I wanted something, during my time of study result were withheld if you didn't pay never mind graduating. Post Office strike was 2 years back. reasons given to me were not valid and told I must pay. To top the matter am told it is written off if written off why pay really something is not write. I then said since its the University fault why not give me discount they refuse and indicate that a fault may be their interships or my employer of which I don't understand because the quotation that was given to me was the one the employer paid. Please help
