Unfair treatment

We app**** for a Retail Business Management course at VUT and when the final matric results came out, we happened to meet the requirements for the course but suprisingly rejected due to not meeting the requirements. We sent out an email but the responsible person would not respond. Tried calling but no answer. What is this supposed to mean now?
