Unavailable system and lack of service

I have been trying to do an online application for a first year student for over a month now and I am not getting any joy.You go to the website to do an online application,the process is not user friendly at all. You call the numbers that are on their website the phone rings endlessly without a response. Today I try again to do the application,when I cliack on the link the message reads as follows"The university is not processing online applications at the moment".

I am beyond baffled,I do not expect such from an institution of higher learning,now I am stuck and don't know what to do.
