Registration Fee Refund

Vaal University of Technology makes you pay registration fee before you register for a course, so during the January registration period I paid the registration fee of R2200 and when I was cleared to register the message appeared on the system that the course is full and couldn't register. I then went requested my refund and told I must submit a claim form and certified ID which I did send it back and now no one is responding to my emails and to date I have received my money back.
