University of Johannesburg doesn't want to pay my refund back

Good day,

I like to complain about the University of Johannesburg regarding a refund for my child's registration fee. Earlier last year she did not get into the institution due to space constraints however shortly after that I requested a refund. My request was ignored until October 2021 .When I finally got a hold of them they promised to release my refund in 21 working days but have not kept that promise till date. When I contacted them in the first week of January 2022 they said the person who is able to release the funds is not available. I have been receving the same excuse since then. Please assist in this matter as I am in need of this money to register her at another institution.
