Unhappy with student finance department

I completed a refund application on the 1st of June and have not received any communication from anyone in the student finance department despite the stipulated 14 working days in which I'm supposed to receive my money. I've sent countless emails to different accounts and have been receiving automated responses that promise to respond to within three working days, it's now been 2 weeks and when I call, I keep being told to wait for "another week or so". I understand that they are working remotely but this is too much, it's nearly the end of the month and my documents haven't even been processed. I'm really disappointed and frustrated with the service.
