Financial block

I need my academic record from Uj, I graduated in 2014 & 2015. They are refusing to give me the academic record because of a ‘financial block’. Apparently I owe the university but this was never communicated with me, I graduated twice, my bursary paid and now 5 years later I am told of an outstanding amount. This is ********* and I would like to be unblocked
