unable to redeem voucher

I had a prepaid water and electricity meter installed. it is a citiq device. they list unipin as a provider, so I bought vouchers for both and I am unable to load the vouchers. I have tried to contact unipin for help and cant get any. I also cant get a refund on the vouchers from where I bought them. their service is apualing.
