Is ubuy.za.com a ****? Where is my order?

ubuy.za.com claims to be a local (South Africa) based online store company. Right? Anyway, I ordered an item and paid thru my credit card in Rands, hence its a SA based company. However, after several weeks (covid related), I tracked the order to DHL and at CapeTown. Now, after almost 3weeks, DHL requires me to provide import documents!!! So, what really is ubuy.za.com doing with orders? Is it a ****? Is ubuy not suppose to get my order, clear is thru customs and deliverer to my door step after i have made payment for handling and customs?
