Why must I pay when the driver cancels on me??? Uber, please explain!

Why must I pay when the driver cancels on me? I had to pay for a cancelled trip on Friday 31st May 2019. This was the second time. In April a driver overcharged me. I usually pay R38 from Parow Centre to my home but he charged me R85! I am very upset and I want an explanation from Uber.
