Uber won't reverse my money!

I was charged a full amount R321 (trip fare R304 & cancelation fee R17) for a trip that was canceled by the driver. I reported this on my app but I only got the cancelation fee R17 refunded. I called Uber and the agent says I have to call with the number registered on my account, when I call with that registered number it says my area is not supported for phone support, meaning dead end! I still didn't get a refund for the remaining difference, just given a runaround!
