Uber- Vehicle not insured

An Uber drove into my car and as a result the damage is approximately R20000 I have had difficulty with the owner of the Uber vehicle as he advised the car is not insured, not even for third party claims. I have subsequently had the repair authorised through my own insurance. Usually the excess would be claimed from the driver at faults' insurance (in my case the Uber), but he does not have insurance.

Surely a reputable organization like Uber have certain requirements for their drivers having insurance etc...

Why should I have to pay for the excess because of the owner of the Uber is negligent?
