Uber is useless. Try using Bolt instead.

As your driver-partner has not responded to us so you can freely contact local law enforcement. If you do choose this route, Uber will cooperate with any proper law enforcement request for driver-partner information that may be needed to pursue the matter to its end.

Furthermore, we are unable to share any information regarding driver-partner with you according to the uber Privacy Notice."

Absolute unwillingness to help. You cannot phone them. You cannot phone their drivers. They clearly won't phone their drivers internally. I will never use Uber again.
