Uber Eats refuse to refund me for undelivered order

My order was marked as delivered , but i did not receive the order the delivery was at the wrong block of flats i tried calling him it was on voicemail , i was also waiting outside did not see any driver. the customer support team is very poor they refuse to refund me NO ORDER DELIVERED NO MONEY REFUNDED
