Uber drivers not willing to go to some destinations

I use the Uber ride-hailing app to fetch our housekeeper from Gugulethu and for her return trip. On three occasions, for the return trip, the driver on arrival has refused to take her to Gugulethu, citing concern for his personal safety in entering Gugulethu. In each case the driver has informed me that the Uber software does not show the destination in advance, so there is no means for the driver to ignore the request. Whilst I can understand and sympathise with the drivers over safety concerns, my question is why Uber is using software that clearly does not work in favour of either the driver or the potential passenger. If it is not possible -- or not company policy -- for the destination to be disclosed to the driver in advance, why cannot each driver provide a list of locations to which they prefer not to drive and use this for filtering ride requests?
