Uber drivers are unreliable and ****s

I booked a package delivery yesterday ,on my side it showed that the package was delivered. The package was not delivered. Today the recipient called me to tell me that they did not receive the package. I contacted the driver via the Uber app. He said that he had the parcel with him and didn't deliver it because he didn't know where he needed to deliver it to. I then told him that I use Uber all the time and usually if the driver does not know where to drop the parcel off the driver would call me or the recipient. This driver said that he couldn't. He then further said if I want my Parcel delivered,I should pay him because he doesn't have petrol money. The payment for the delivery went off my account already so why should I pay again. The driver was very rude when I told him that he didn't do his job and said he will drop my package off at the police station and I can find it there. It is impossible to even just contact Uber and speak to ab agent.
