Uber Driver theft

On Wednesday night 7 November 2018 I had the most aweful disgusting experience with Uber in Cape Town after having such a great birthday celebration with my girlfriend,we called an Uber whilst in the vehicle I noticed the driver kept staring back and I just continued laughing and chatting to my girlfriend about the evening after a few minutes I noticed we were passing the same landmarks twice and then checked and ask the driver what's going on when I checked the amount due it said R585 which usually cost me R78 to get home I literally screamed and said take us home now *** are you doing when we got out the car I said I am Contacting the Uber offices Immediatly he begged me notto and I refused to pay the amount, when I checked his rides he only had one so far, when I got into my house we noticed that my girlfriend's small handbag was gone I contacted him he told me to f off! I tried reaching out to Uber a couple of times got one response that will look into it in return Uber has blocked my usage of the service what steps can I take as the belongings in the handbag was very valuable gifts and amount of money...???who can help us and what steps can I take??
