Uber charges twice and does not refund you

I was charged twice for a fare, because the first time the type of ride was not available. However, it is IMPOSSIBLE to find ANYONE to talk to and all I get is automated replies. I HAVE NOT BEEN REFUNDED FOR THE EXTRA FARE. Is this how Uber makes money out of its customers?? I will switch to BOLT next time.
