Uber and its refusal to pay back funds

On three separate occasions, I have experienced problems with getting my money back from Uber. They deduct the fee before the trip commences and if you decide to change your trip midway, you will not get the difference back. This has to stop!!!! I would like to know what Uber has to say about this rip-off.
