Slow response from Uber re undelivered parcel

I sent a parcel with Uber this morning, The item showed delivered at 09h25 but at 10h00 my son advised he is still waiting for the driver. I immediately called Uber help line - 2 hours later and NO RESPONSE! How is it possible to hand over the parcel to some one else with NO PIN?
