Holding client money

I requested a ride, money was deducted from my account, the driver didn’t move and asked me to cancel, so I did. I requested another ride same destination, money was deducted again from account with reversing the previous amount that was deducted or use the money they deducted. Inquired and they tell me about holding fees and days it will take from the money to reflect back into my account. I was stranded and I had use for the money I’m told I should wait for, I thought bolt was worse
