High / Drunk Drivers

I have more than once had drivers who are intoxicated or high, however when complaining to Uber they just respond with generic response, and note that I won't get paired with driver again. The conduct of these drivers is not only dangerous for passengers, but its ******* to drive under the influence, Uber should be taking ******** action, but does not appear to do so, nor does it empower its passengers to do so
