Driver arriving after 1 hour

Last night, my husband asked that I book an uber urgently for him as he needed to be somewhere. I did just that and received the confirmation that the driver was 7 minutes away. The 7 minutes turned into 10 and then 12 etc. I had already called it a night and after an hour, the driver decided to pitch up. He ended up texting to say he was outside and then he canceled the trip leaving us to lay that fee. I feel that this is unacceptable as the whole point of booking an uber is to give you the nearest driver which happened but why did this driver accept my trip if he knew he still had other things to do? Ridiculous! Besides this, some time in November last year, another driver decided to answer his cellphone while driving with me in the back and conversing in another language that I don't understand, wanted to run robots thinking I might be in a hurry and was smelling weird. No man, what's happening to Uber?
