Bad service by UBER South Africa

The service rendered by UBER drivers is appalling. To mention a few; rude and clumsy drivers, bad condition of cars, (some wihf seat for and smelling bad) reckless driving, safety issues( cars with no working seat belts). Some drivers would be on their phones while driving. The issuemis, how do these cars pass the tests.
