bad drivers and service

For the past few days I have been making use of uber caise my car is broken. so this morning, the one driver accepts my request and it said he is 3min away. I'm like okay cool, so after 3min the 3min it said 2min, so I'm waiting and waiting. then I decided that I will call and find out. only to find that the driver is at the petrol station for fuel.

Why would you accept request if you don't have petrol. Now my bank ccount is debit twice because I canccenled him and when I requested again he accepts again ***????
